Tinaya makes good point. Any area where there is low-income folks, especially with high bus usage, needs good sidewalks and good street lighting.
In fact, any street with a bustop needs to be put near the top of the list. It is ridiculous to see people waiting for a bus standing in a muddy ditch!

I personally would prefer to see more sidewalks in East Raleigh. Pool Road, Barwell Road, Rock Quarry Road. As your article noted, African Americans are getting hit at much higher rates that others in the city. In the area I noted, you often see children, families, singles walking to and from bus stops and homes to stores and forth. There are NO sidewalks and the lighting is terrible. It is just a matter of time before there are more fatalities if nothing is done. Residents in this area rely on public transit and there are no sidewalks from housing communities to bus stops and stores in the area.
